Originally from Des Moines, Iowa, Davis was raised in Taylorville, Illinois. He pursued his education at Millikin University, earning a bachelor’s degree in political science in 1992. Davis embarked on his political career as a staff assistant to Illinois Secretary of State George Ryan. Subsequently, he served as a projects director for U.S. Representative John Shimkus from 1997 to 2012.

In 2012, Davis ventured into the United States House of Representatives race for Illinois’s 13th congressional district, a highly contested district at the time.
