Charles Eugene “Chip” Roy, born on August 7, 1972, is an American attorney and politician currently serving as the U.S. representative for Texas’ 21st congressional district. He is affiliated with the Republican Party and assumed office on January 3, 2019. Before his tenure in Congress, Roy was the chief of staff for Senator Ted Cruz and was the first assistant attorney general of Texas.
Born in Bethesda, Maryland, and raised in Virginia, Roy completed his education at Loudoun Valley High School in Purcellville, Virginia, graduating in 1990. He then pursued his studies at the University of Virginia, earning a Bachelor of Science in Commerce in 1994 and a Master of Science in information systems in 1995. Afterward, he gained experience as an investment banking analyst for three years.
1998 Roy enrolled at the University of Texas School of Law, where he met his future wife, Carrah. He obtained his law degree in 2001 and was admitted to the bar the same year. Following his legal education, Roy served as a law clerk for Judge Edith Jones of the United States Court of Appeals for the Fifth Circuit. He subsequently joined Baker Botts LLP, specializing in corporate and securities law. In 2007, Governor Rick Perry appointed Roy the first assistant attorney general of Texas. In this capacity, he supervised the state’s criminal justice system and provided legal defense for state laws.
In 2013, Senator Ted Cruz appointed Roy as his chief of staff, where he oversaw Cruz’s legislative and political operations.
