Shapiro was born Lori Ferrara and grew up in Yardley, Pennsylvania, and Newtown, Pennsylvania. Her father was an electrical engineer, her mother was an office manager, and her stepfather was a veterinarian. She attended Akiba Hebrew Academy (now known as Jack M. Barrack Hebrew Academy), where she played on the softball team and graduated as a good student who cared about social justice and the environment.

After obtaining a Bachelor of Arts in anthropology from Colgate University, Shapiro wanted to pursue a career in government but decided to become a full-time mother to support her husband’s political career. During her husband’s 2022 gubernatorial campaign, she took a limited role due to the importance of providing stability for their children at home.
