He graduated from Harvard University with a degree in English and later attended the Kellogg School of Management at Northwestern University.
After college, Baker began his career in the healthcare industry, working for companies such as Healthsource and Harvard Pilgrim Health Care. He was appointed Secretary of Health and Human Services under Massachusetts Governor William Weld in 1992 and later served as the Secretary of Administration and Finance under Governor Paul Cellucci.
